The Federal Communications Commission would be required by H.R. 4067 to establish an advisory council focused on network security, reliability, and interoperability.

The council would include representatives of communications companies, public interest or academic institutions, and different levels of government. Entities that are owned, controlled, or subject to influence by a foreign adversary or that otherwise pose a threat to national security couldn’t be represented on the council. Members would be chosen by the chair of the FCC and serve two-year terms.
