Chandigarh: Allow conversion of industrial plots to freehold, suggests UT panel


CHANDIGARH: A sub-committee of the UT administrator’s advisory council on urban infrastructure on Tuesday recommended conversion of industrial plots from leasehold to freehold and increasing floor area ratio (FAR) on nominal charges allowing activities under the Micro, Small and Medium Enterprises Development Act.

Devinder Babla, MC councillor and a committee member, said the recommendations will be forwarded to the administration.

The meeting was held against the backdrop of UT’s proposal to link conversion of leasehold properties into freehold in Industrial Area, phases I and II, with prevailing collector rates.

Recently, the UT had even sought permission from the ministry of home affairs (MHA) for converting leasehold plots into freehold. After getting the approval, the UT will notify the conversion rates.

The administration had even asked the estate office to submit a report on policies of neighbouring states of Punjab and Haryana in connection with converting leasehold properties into freehold.

The administration had last converted leasehold plots into freehold in 1983 in the commercial category. The matter was also taken by up MP Kirron Kher with the home ministry and the ministry of urban development.

Industrialists are demanding for conversion of leasehold property into freehold and leasehold to leasehold in Industrial Area. Recently, the administration had even a conducted survey in Industrial Area for checking leasehold plots.

The administration had set up phases I and II of Industrial Area during the 1970s on an area measuring 147 acres.

The plots are governed by zoning and architectural control, which were prepared as per the conditions prevailing at that time. There are 1,884 plots in both phases, of which 700 are 1 kanal and above, and 443 and 180 plots measure 10 and 15 marla. There are as many as 381 plots of 5 marla.
