CIC to Ministry on healthcare facilities: District-wise list be made public

New Delhi: The Central Information Commission (CIC) has directed the ministry of health and family welfare to make public within a fortnight a district-wise list of hospitals and healthcare facilities designated for Covid-19 treatment.

The directive was issued by Chief Information Commission Bimal Julka in response to a complaint filed by Venkatesh Nayak, who had sought this information through an application filed under Right to Information (RTI) Act in April.

The application was transferred from one public authority to another without much success, after which Nayak filed a complaint before the CIC.

“The commission observed that very pertinent information pertaining to Covid-19 pandemic situation was sought by the complainant which could not be made available by any of the respondents. The fact that the application shuttled from one division of the public authority to another indicates that there is a very urgent requirement for notifying a nodal authority in the ministry of health to compile, collate and consolidate the information sought in RTI application and suo motu upload the same on website of the public authority,” Julka said.

“There is an immense necessity to evolve a strong, robust and effective documentation mechanism and its continuous updating, which will be mutually beneficial not only for the government but also for scientists, researchers, academicians, historians, lawmakers, etc for future.”

The commission has been asking public authorities to ensure proper record keeping, especially of finances used during successive lockdowns, as these would be sought by the public.
