IIM's objections may force govt to revisit PhD guidelines


Days after top Indian Institutes of Management raised concerns over the recent PhD guidelines issued by the human resource development ministry, the latter is looking to revisit those and address the issues highlighted by the business schools.

IIMs have objected to three aspects of the PhD eligibility criteria: the requirement of a Cumulative Grade Points Average (CGPA) of 8 for direct entry candidates (with four-year degree or B.Tech), a two-year post-graduate diploma instead of one year and the necessity of having a Bachelor’s degree even for those with a professional qualification like CA, CS or ICWA. ET has gathered that the ministry is considering revising the CGPA requirement to 6 from 8, allowing one year PG diploma as well waiving off the requirement of an undergraduate degree for candidates with professional qualifications, as proposed by the IIMs.

The rethink follows a formal representation made by IIM-Ahmedabad to the ministry, raising serious concerns over all the proposed eligibility criteria. Its director, Errol D’Souza, met ministry officials earlier this week. Top IIMs are of the view that the eligibility criteria were ‘restrictive’ against the nature of the Fellow Programme in Management (FPM) and also not in keeping with the new autonomy regime promised to them. IIM-Ahmedabad has written to the ministry pointing out that while the government had mandated a CGPA score of 8 for direct-entry candidates, its internal data on FPM showed that it had admitted students even with a score of 6.
