Gov.uk states that a person cannot get the payment if they live in Cyprus, France, Gibraltar, Greece, Malta, Portugal or Spain.

This is because, the website says, the average winter temperature is higher than the warmest region of the UK.

There are some instances when a person will not qualify for the Winter Fuel Payment, and this includes if they lived in a care home for the whole time between 24 June to September 22 last year, and got Pension Credit, Income Support, income-based Jobseeker’s Allowance or income-related Employment and Support Allowance.

Usually, a person will not need to claim the Winter Fuel Payment as they would get it automatically if they’re eligible.
